All rules of this Sports & Activities Reference Guide Book will be followed, with the exception /addition of the following:
Cancellation of games – any cancellation of games between two teams should be done with prior notification of at least 3 hours prior to a game for inclement weather and at least 24 hours prior for “other” legitimate reasons. Both Parish Athletic Directors must be contacted immediately upon cancellation of a game. The game must be rescheduled within one (1) week. Except for cancellation on the day of game because of weather, games may only be cancelled by the Parish Athletic Directors. Failure to comply with this guideline could result in forfeiture of the game.A team that forfeits a game less than 24 hour hours prior to the scheduled start time is responsible for paying the referees.
A team that initiates a forfeiture of a regularly scheduled season game renders itself ineligible for winning the County Division Championship.
It is the responsibility of the home team to provide 2 “certified” or “in training” for certification referees for each basketball game starting in the 5th grade division and up.
When a visiting team plays a team that does not have “Board Certified” or “In Training” for certification referees, the visiting coach has the option of initiating a request through their own parish program Athletic Director to bring to the game one certified referee to officiate the game with one provided by the home team.
The request must be presented to the home teams Athletic Director at least one week prior to the scheduled game.
The visiting team is responsible for any fees due the referee they provide under this provision.
Non-conforming Teams: that is a team with more than three (3) resident non-catholic players, more than three (3) catholic but non-resident, or any combination of the two, will announce their status at the beginning of the season. They will be scheduled in exactly the same manner as the conforming teams. Their games count toward all teams’ regular season records in the same way that those of all other teams do. Only conforming teams can represent Ulster County in post-season championship playoffs. If a non-conforming team has the best record in their division at the end of the regular season, they are awarded the Division Championship and the next placed conforming team is County Champion with playoff rights.
In the Boys & Girls 3rd, 4th, & 5th Grade Divisions there will be no full court press the first time teams play each other. Upon the second meeting of the same two teams, the full court press can be used in the third (3rd) and fourth (4th) quarter.
The 3-point play will be implemented at the 6th, 7th, 8th and High School divisions. For 3rd, 4th and 5th grade boys and girls, whether or not to use the 3 point play must be agreed upon by both coaches.
Time Periods will be six (6) minutes. There is only one (1) minute between quarters and five (5) minutes allowed for half time. Each team is allowed four (4) – one (1) minute timeouts per game.
NOTE: Please ensure that the timekeeper has a stopwatch or a watch with a second hand to keep the games moving along.
All Team Rosters must be received either online, in the New York Central Office, or the local Kingston Office by November 1st, 2019. Any team that does not meet this requirement will be counted as a Non-Conforming Team.
If any team is deemed to demonstrate poor sportsmanship by running up the score (winning by more than 30 points) consider this rule as your warning. Upon a second winning score of more than 30 points by the same team, the winning team will be issued a forfeit and will be ineligible for the County Championship and any consequent playoff games. This rule will be waived upon submittal of the Signed Game Recap Sheet stating that both coaches agreed that all efforts to keep the game score under control were implemented, including; following the “no press rule”, playing ALL non-stars, using a tight zone defense (one foot in the key), no trapping at half court, slowing the pace of the game (no fast breaks), or any resolution that will allow the children to play, have fun, and not get hurt physically or mentally.
In all Girls Divisions as well as Boys 4th and 5th Grade Divisions, the smaller ball will be used. In Boys 6th, 7th, and 8th Grade Divisions, the larger ball will be used.
Only the head coach and assistant coach are allowed to sit on the bench with the team. No other adults or children/siblings will be allowed to sit on the team benches.
The Ulster County champion that will move onto the Archdiocese playoffs will be determined by a playoff system. The team with the best record will receive a bye and play the winner of the 2nd and 3rd seeds to determine the division champion. In a division with only 2 teams – both teams will automatically face each other in the Championship game. All county playoff games will be played on the weekend of February 29th and March 1st, 2020.
